Wow! What a day! The election of Senator Scott Brown in Massachusetts struck right at the heart of the Democratic machine that has taken our country off course and ignored the voice of the people for the last year.

The runaway train of the Obama Administration and the Democratic Party agenda of National Health Care Extortion were stopped in its tracks last night. The message was loud and clear, with every vote cast in the ballot box another American pulled the hand break of the ‘Run Away Obama Express” and got off the train.

The public outcry that our Country is being taken in the wrong direction was finally heard in Massachusetts, in Washington D.C. and throughout America.

I am so excited that the momentum I feel building here in Collin County and in Texas was demonstrated overwhelming in Massachusetts tonight. I am confident that Senator-elect Brown’s victory will be mirrored throughout the country in the mid-term elections.

The Republican Party we are building together will be victorious again in November. As we continue to recognize that we have so many more issues in common that the few details on which we differ, we grow stronger in our convictions. As we realize that our diversity is our strength and that our openness to any and all who want the same future for our children and our country are welcome here, our numbers grow.

I invite you to join me, the Republican Party, our Tea Party partners and all Americans as we march toward November and take back the country we love. America is and always will be “the land of the free and the home of the brave.”

One thing you can do today to help us strengthen our Republican stronghold and ensure that Collin County remains strong, free and prosperous is to support the 42nd Annual Collin County Lincoln Day Dinner on Saturday, February 6th, 2010. The Lincoln Day dinner is the economic engine that supports our Republican Headquarters and enables us to continue to foster Republican ideas throughout this great county. We must be focused on the 2010 election and build upon our past Republican successes. By keeping Collin County a Republican stronghold we are able to elect both local and state candidates who share our values; however, none of this can be accomplished without your support!

We are excited to celebrate our “Living Legends”: A Tribute to Congressman Ralph M. Hall and Congressman Sam Johnson. This is the first time Collin County has celebrated and paid tribute to these two statesmen who have served us and our country so well.

Texas Leaders Call for Statewide Budget Cuts to Address Budget Shortfall

This week, the Texas Legislative Budget Board, the committee of the Texas Legislature that develops budget and policy recommendations for legislative appropriations for all agencies of state government, projected an $11 - $12 million budget deficit for the 2012 - 2013 biennium. The last time we faced a budget shortfall was during the 78th legislative session in 2003. As they did in 2003, the Governor, Lieutenant Governor and Speaker are once again asking state agencies to cut their budgets by five percent in order to address our budget shortfall by reducing dedicated appropriations for the 2010 - 2011 biennium.

In a letter to all state agencies and public institutions of higher learning, our State leadership is calling for prudent, efficient reductions that minimize the impact on direct service and is requesting that each of these entities analyze the necessity of all administrative expenses and purchases. Reducing direct services should be an option of last resort to eliminate the possibility of reductions to benefits or client eligibility levels in the Medicaid program, the Children's Health Insurance Program (CHIP) and foster care programs. Additionally, they are requesting budget cuts that will not affect eligibility staffing, so people in need may access these programs in a timely manner. The programs exempt from this request include the Foundation School Program, Social Security contributions, Teacher and Employees Retirement Systems' pensions, contributions to the Higher Education Fund and debt service for previously issued obligation.

I am proud of Governor Perry, Lieutenant Governor Dewhurst and Speaker Straus for taking proactive steps to reduce government spending when budget constraints are on the horizon. Legislators must also exercise restraint next legislative session and look for additionally ways to reduce spending on extraneous programs and services. I look forward to once again proposing legislation next session to implement a tax and expenditure limitation to further protect our State from the consequences of unbridled spending that has driven California and other states to the brink of bankruptcy.

 

Hall Reports to Tea Party Members, by popular request.

By popular request Congressman Hall has scheduled three new meetings in the 4th Congressional District on Saturday, February 6th . The Collin County update will be held at the McKinney Airport at 2:00 p.m. There is plenty of parking but to save gas you might want to car pool. All Conservative Supporters and Tea Party Members are urged to attend.

Anyone interested in Conservative Issues and how "Your Grass Rood Efforts" are helping Congressman Hall and our country as he continues his work to KEEP CONSERVATIVE ISSUES on the front burner in Washington, D.C. will not want to miss this update Saturday.

Congressman Hall is working hard to help us take back the Floor of the house, and most important of all, "Get Back Our Country Back on Track!! Your Texas Congressman are not the problem as they are working together to bring the rest of the country back to right way; conservative principles. We are making progress at getting D.C. off the taxpayers back so please come and bring your friends to hear some good conservative news for a change.

Pushing Forward:  Goals For The New Year

In 2009, I received tens of thousands of letters, emails, faxes and phone calls from constituents who are saying one thing: Please listen to me! If the past year showed us anything, it’s that Americans are informed, engaged and ready to take action.

America is facing double-digit unemployment, record deficits and the growth of big-brother style of government. The Democrats have insisted on implementing—much to the chagrin of most Americans—one of the most liberal policy agendas our nation has ever seen. It’s not working. We cannot keep going down the same path and expect things to change.

In 2009, I supported alternative, fiscally-sound, conservative policies to address the issues Americans care about most. I will continue to do the same thing—the right thing—in 2010.


IT’S THE ECONOMY, MR. PRESIDENT

In 2009, I opposed bailing out Wall Street and voted against all major increases in spending to fund federal departments and programs as well as the $787 billion dollar stimulus package.

In 2010, I will continue to oppose the Democrats’ tax and spend agenda which has done nothing but drive up our unemployment rate and our nation’s debt. Going forward, you can count on me to stand for pro-growth policies that include lower taxes and balanced budgets.


PROTECTING THE AMERICAN TAXPAYER

In 2009, The Administration pledged support for a bill I introduced (H.R. 690 the “MOBILE ACT”) that would repeal the outdated tax rule requiring employers to keep detailed records of work-provided cell phone use. Failure to do so can mean higher taxes for employers and employees.

The House passed into law H.R. 4218 “No Social Security Benefits for Prisoners Act of 2009” legislation I introduced along with Congressman Tanner (D-TN).

In 2010, I will continue to seek support for the bill I introduced, “The Refundable Child Tax Credit Eligibility Verification Reform Act (H.R. 4528)” which seeks to prevent illegal immigrants from getting the refundable child tax credit.


PATIENT-DRIVEN HEALTHCARE REFORM IS THE ONLY KIND OF HEALTHCARE REFORM

In 2009, I voted against the Democrats’ $1 trillion Washington takeover of healthcare because I believe we can do better for our constituents, our families, and generations to come.

I offered numerous changes to the 2,000 page healthcare bill about issues we all care about: abortion coverage, illegal immigrants gaining access to tax-funded health insurance, and taxes levied on small businesses.

In 2010, I want to utilize this break in the health reform debate to bring Democrats and Republicans together to craft a common-sense, patient-centered healthcare reform bill. We should:
- Allow small businesses to band together to pool their resources in order to increase their purchasing power, the same way large businesses and labor unions do. That’s why for years I have championed “The Small Business Health Fairness Act” (H.R. 2607) which would increase small businesses access to more affordable, quality health insurance.
-  Make healthcare more affordable for those with pre-existing conditions;
-  Enact meaningful tort reform so doctors no longer have to practice defensive medicine.

Additionally, I support the GOP plan which would allow the over 10,000 seniors in our district to keep their Medicare Advantage plan.


IN THE COMMUNITY AND OUT ON THE TOWN

On August 31st, thousands of citizens joined myself and several other Texas Congressmen at a Congressional Forum on Healthcare Solutions in Richardson. A panel of experts shared some Texas-sized solutions they have used to fix what is broken in our healthcare system.

In October I met with fourth graders at the Math/Science/Technology Magnet School in Richardson to kick-off National Save for Retirement Week. The House passed H.Res.662 “National Save for Retirement Week” introduced by Congresswoman Schwartz (D-PA) and myself.

On October 30th, 2009, I hosted a FREE information session on Medicare for Seniors in conjunction with the Dallas Area Agency on Aging.

The Laubenberg Letter

Dear Friends,

On Christmas Eve, the Senate passed its own version of the health insurance overhaul. Currently, House and Senate leadership are working to combine each chamber's version of the bill into one final piece of legislation. Some have speculated that this process could take until February, but the final passage of this bill into law now seems a certainty.

I have openly opposed this legislation, and promoted other practical steps that would better ensure access to health care for all Americans. None of these options involve the U.S. government taking control of one-third of the country's economy, and none of them include depriving citizens of the freedom to choose how they spend their hard-earned money.

While it seems certain that this insurance overhaul will be signed into law, what is less certain is the constitutionality of the legislation. Questions have already arisen about the power of Congress to require you or me to buy insurance. The bill also essentially treats state governments as an extension of the federal government, ignoring each state's sovereign decision-making authority. While states rights have been encroached on for years, requiring states to increase their health care budget by as much as $6 Billion in the first three years of the bill's implementation goes above and beyond anything we have seen in a long time.

Finally, scrutiny of the deals cut to pass this bill has led to questions of constitutionality. Case in point is the so-called "Cornhusker Kickback." A provision in the Senate Bill actually says that Nebraska never has to pay into Medicaid again. Every other state in the Union has to pay into Medicaid - to the tune of a third of each state's budget. Fortunately for Texas, our Attorney General has joined a dozen others to challenge the constitutionality of this provision, and is analyzing the language to file a lawsuit.

Here in the Legislature, we must work to assert Texas' sovereignty. The Health Insurance Overhaul threatens our economy and prosperity like never before. The so-called Cap and Trade Bill is also looming on the horizon, and equally threatens our state's livelihood. We go back into session for the 82nd Legislature next winter. By then, a final health insurance bill will likely be signed into law. At that point, we will have something concrete to act on at the State level. I will be working with my like-minded colleagues in the coming months, because we must take this head on and we must have a unified strategy for the session. We must not let the 82nd Session go by without an answer to this infringement on our rights; to do so would be to fail ourselves and our future generations.

August 13, 2009 members of CCCR wrote a New Declaration in protest of the current administration demanding the reclamation of the founding principles signed by Congress on July 4, 1776.
